WebNov 11, 2015 · I had a good bit of success in FO3 as a small arms stealth build. So many super mutants with explosive hot pants. However, if Fo4 the stealth thing doesn't seem as useful as before. There aren't all that many friendly NPC's to be stealing/pickpocketing from. WebCommando (or Gunslinger if you do want to use Novasurge), Sniper, Wired Reflexes (from solving the android quest in Zimmer's favor; will require either giving up a unique Plasma Rifle or using exploits), Concentrated Fire, Finesse, Grim Reaper's Sprint, and that's basicaly it. FO3 isn't a particulary deep game.
