Need to be sure the noise is coming from the GPU card and not some other hardware such as your PSU. Some other Users have found out that their GPU made noises like Coil Whine depending on which AMD Driver version they have installed. WebAudible coil whine depends on the power circuits of the GPU and the PSU. Each part is variable based on manufacturing tolerance. I had a Super Flower 1000W PSU that had audible coil whine with my Asus TUF 4090 but then swapped to a MSI 1000W (because of the melting connectors scare) and the whine went away.
